Education politics in Rochester

With all the attention the N.Y.C. mayoral race is getting, I have not heard much about the race that is on in Rochester, where apparently education is becoming an issue. This candidate (though apparently not the favorite to win) is proposing measures to give more mayoral control over schools, much like the system that exists in New York City.
